In addition, Spandine also took great pride in the high rank he was bestowed within the World Government’s hierarchy, although his incompetence and spineless nature made it hard for others to take him seriously.
Hewas responsible for preventing Robinfrom boarding the evacuation ship from Ohara — although this turned out to save her life since Sakazuki destroyed the vessel soon after. Following his failure to pursue and apprehend her during the Ohara Incident, Spandine came to view Nico Robin as a “Devil” and was responsible for reporting her to Fleet Admiral Sengoku.

This ranged from taunting and insulting her to using her Devil Fruit powers to create illusions of people from her past, such as her mother, Nico Olvia, Professor Clover, and Jaguar D. Saul. Soon after, Black Maria nearly cornered her adversary by taking advantage of the fire raging around them, until Robin revealed some of the new skills she had picked up while training with the Revolutionary Army, such as Fish-Man Karate, and her Demonio Fleur form, to completely overwhelm the Tobiroppo.

While he originally harbored some degree of animosity towards Robin by virtue of her being his target, this sentiment ran deeper than it seemed.
In essence, Lucci seesRobin’s very existence as a potential hazardto the World Government’s control over the planet’s political structure, since she alone possesses the knowledge required to uncover the true history of the world. Back in his fight with Luffy in Enies Lobby, Lucci also repeatedly taunted him about killing Robin, illustrating that he sees the act of eliminating her as a necessary task. Since then, he has tried and failed to capture her in Onigashima and Egghead, which will likely only exacerbate his hatred even further.

As the former chief of CP9 who orchestrated the abduction of Nico Robin in Water 7, Spandam was hell-bent on eliminating her and acquiring the Ancient Weapons with her knowledge. He is also a staunch believer in the World Government’s ideology of “Absolute Justice,” and as such, seesNico Robin as someone who threatensthe world order.
He took delight in taunting, beating, and treating her horrifically while keeping her in his custody in Enies Lobby, as he appeared to be almost offended by her very existence. Despite all this maliciousness, Spandam is quite weak and cowardly, which could be seen in how he blamed Robin’s eventual escape from Enies Lobby on his CP9 subordinates, to save his skin.

In large part, this is because she is one of the few remaining people in the world ofOne Piecewho could uncover the true history that was lost in the Void Century.
In turn,Nico Robin appears to have a deep-rootedsense of fear towards them, since they were the ones responsible for the destruction of her home in Ohara. Following her escape from Enies Lobby, the Five Elders tried to capture Robin during both the Wano Country Arc, and the ongoing Egghead Arc, although both attempts failed.
