Summary
The World Government inOne Pieceis the singular body that oversees the affairs of the entire world. They have an iron grip on theOne Pieceworld and their ranks are made up of quite a lot of powerful individuals as well. The Marines are known to be the military face of the World Government, however, their powers are not limited to the Navy only.
Naturally, the World Government needs powerful individuals to fight on their behalf, and as a result, these individuals showcase tremendous usage of Haki as well. Over the course ofOne Piece, fans have seen some of the most incredible Haki users in the ranks of the World Government.
10Koby
Haki Types: Armament, Observation
Koby is an incredible Haki user who recently blossomed on Hachinosu. There, Koby was able to utilize advanced grade Armament Haki, which he let out from his fist without even a medium, damaging the giant arm of Avalo Pizarro.
He also possesses great control over Observation Haki, and he still has a lot of room to grow even further.
9Ryokugyu
One of the Admirals of the Marines, Ryokugyu has access to both Armament and Observation Haki. Fans do not know how strong his Haki is exactly, however, he was able to sustain a blow from Yamato’s Conqueror’s Haki. That suggests that his defensive capabilities concerning Haki are great, at the very least.
8Rob Lucci
One of the strongest members of the CP0, Rob Lucci is a great Haki user and he has showcased the usage of both Armament and Observation Haki in One Piece. His Armament Haki is great enough to block attacks from even Zoro, who himself possesses advanced grade Haki.
Rob Lucci is a tremendous Haki user, the likes of which can only be fought by powerful Yonko commanders or Yonko themselves.
7Kizaru
Being an Admiral of the Marines, it is no surprise that Kizaru is an amazing Haki user. In the egghead arc, he showcases tremendous Haki powers in the battle against both Luffy and Sentomaru.
His Haki proved to be superior to Sentomaru, and of course, against Luffy, he was able to hold his own as well.
6Fujitora
Fujitora has access to both Armament and Observation Haki. In his case, his Observation Haki appears to be far superior, however, his Armament Haki is nothing to scoff at, especially given that he is a swordsman and has honed this skill to a level beyond perfection.
He can take on even the strongest of fighters in combat using his powerful Haki.
5Sakazuki
Sakazuki is the Fleet Admiral of the Marinesand it is no surprise for the fans to know that he possesses powerful Haki.
Out of the original three Admirals, his Haki was the strongest in the Paramount war. He could even clash with Whitebeard and evade Haki-infused blows similar to seeing the future.
4Sengoku
Haki Types: Armament, Observation, Conqueror’s
Sengoku, the former Fleet Admiral of the Marines, is one of the few individuals in the World Government who possesses all three Haki types.
Sengoku was a rival to the likes of Whitebeard and Roger, and as a result, it is no surprise for the fans to know that he likely possessed advanced control over his Haki. Although it is unconfirmed, Sengoku likely possessesthe ability to infuse Conqueror’s Haki.
3Gorosei
The Five Elders are the highest ruling authority of the World Government in the eyes of the common people. These individuals were recently shown to possess tremendous power, and on Egghead,Saint Saturn was shown to have great Hakithat was felt all over the island.
Saint Saturn’s Haki types are unknown at the moment, however, at the very least, he does possess Armament and Observation Haki. While unconfirmed, he most likely has the ability to infuse Conqueror’s Haki as well. Similarly, all the other Gorosei likely have these powers too.
2Garp
Garp, also known as the Hero of the Marines,is one of the most powerful individuals in the One Piece world.Garp does not possess any Devil Fruit and simply relies on the power of his Haki.
He is a user of all three Haki types and he can use two of them at an advanced level. Garp can infuse Conqueror’s Haki into his attacks and even use advanced great Armament Haki.

Haki Types: Unknown
It would be preposterous for anyone to assume thatthe supreme leader of the World Governmentwho ranks even above the Gorosei does not have access to Haki.
Imu is the leader of the world and a powerful individual, as confirmed during the Reverie flashback. He most definitely possesses the ability to use Haki at a very high level and fans cannot wait to see what the leader of the World Government can do.
