A man in black named Snacksworth is the only way you may acquire most Legendary Pokemon inThe Indigo DiskDLC forPokemon ScarletandViolet. He shows up outside the entrance of Blueberry Academy and will give you treats for legendary Pokemon encounters, but the order they are given to you is random. You’ll need tocomplete 10 BBQs to get new Treats. However, there are some Pokemon Treats that Snacksworth will keep to himself until you complete Group quests with friends online.
To get a Lugia Treat from Snacksworth, which makes theLegendary Pokemon spawn, you’ll need to complete Solo quests (if you’re playingViolet). ForScarletplayers, you must complete Group quests.
Lugia Location in Pokemon Scarlet and Violet
Once you are given the Lugia Treat from Snackworth, make your way back to the Paldea region and fast travel to the North Province (Area One) Watchtower. It’s in the northeast section of the region.
Once you’re in North Province (Area One), head directly northeast to fly off the cliff. Head north/northeast until you reach a small island in the distance. Get close enough to the spot, andLugia will appear in the water only a few feet from the land. You can see the location of Lugia in the images above.
Snacksworth will also give you a hint as to Lugia’s location. Here’s what he has to say:I was paddling in the sea off Paldea, enjoying a leisurely backstroke through those crystal waters. Lugia’s Moves and Weaknesses
Lugia is a Psychic/Flying-type Pokemon, making itweak to Electric, Ice, Rock, Ghost, and Dark-type attacks.ensure not to hit Lugia too hard with any of these moves because you might accidentally make it faint. You should be sure tosave your progressbefore encountering Lugia. you may restart your game if you knock its health to zero.
The Lugia you find inPokemon ScarletandVioletwill be at level 70 and will know the following moves:

The user attacks with an odd, unseeable power. This may make the target flinch.
