Thus, a ninja with low chakra reserves cannot perform strong attacks, leaving them vulnerable and defenseless in battle.

The chakra level of a character directly affects the strength; having low chakra levels can cause serious problems for a character in vital moments during combat. Most of them end up becoming the strongest ninjas in their villages, and if they have enough talent, their name is known around the world. With that in mind, here are the Naruto characters with the most chakra reserves.
22Minato Namikaze
Fourth Hokage Of The Hidden Leaf
Minato Namikaze was an exceptionally talented ninja who passed every single test at the Academy with flying colors. By the time he left the institution, everyone was aware that Minato would go on to become a top-notch ninja.
In his regular form, Minato’s chakra reserves were above average, which allowed him to compete against strong opponents. However, they received a significant boost when he sealed one-half of the Nine-Tails within him. Not only did it increase his chakra reserves, but it also granted him the ability to heal any wounds. Minato Namikaze also had access to the perfect Sage Mode, but he could not maintain it for too long.

Gaara was originally introduced as a ruthless killing machine that mowed down anything that stood in its way. However, his encounter with Naruto changed his life. Gaara became more compassionate, and he started caring about his family and friends. In Part 1, he was the host of Shukaku, which gave him access to a great deal of chakra.
Unfortunately, Gaara lost Shukaku in Part 2, but that didn’t seem to affect him too much as he was able to use the same techniques. Gaara’s immense chakra reserves enable him to manipulate his sand to stop incoming enemy attacks.

Tobirama Senju was the younger brother of Hashirama Senju. After his brother’s death, Tobirama was given the responsibility of leading the village, so he was named the Second Hokage. Tobirama’s policies were very different from Hashirama’s. While he introduced many reforms for the betterment of the village, his actions also created a divide between the Uchiha clan and the rest of the village.
Tobirama is among the finest ninjas that the Hidden Leaf has ever produced. He was an excellent strategist and an even better fighter. As a member of the Senju clan, he had plenty of chakra reserves. He was able to fight strong characters for an extended period of time without any problems.
19Kinshiki Otsutsuki

Kinshiki Otsutsuki accompanied Momoshiki to Earth. The two of them were in pursuit of Kaguya Otsutsuki, who had taken the chakra fruit for herself. They wanted to punish her, but on their arrival, they were surprised as they couldn’t find her anywhere.
As a member of the Otsutsuki Clan, Kinshiki was blessed with a great deal of chakra. His chakra reserves enabled him to use space-time ninjutsu, which helped him to travel from one place to another. Kinshiki could also create weapons with his chakra, and these extraordinary weapons had the power to split entire planets in two. However, he wasn’t nearly as good as Momoshiki when it came to fighting.

Momoshiki Otsutsuki was a ruthless individual, who only cared about attaining more power. The sole reason for his trip to Earth was to get the chakra fruit. In his base form, Momoshiki had enough power to overwhelm multiple Kage-level ninjas. Momoshiki could use potent techniques, which would be impossible for most of the characters.
After absorbing Kinshiki, Momoshiki’s power and chakra reserves increased by several folds. He was able to overwhelm Naruto and Sasuke, two of the strongest ninjas of all time. Despite exhausting all of his power, Momoshiki could absorb the jutsu of his opponents and regain his strength. Eventually, he was taken down by the combined efforts of Sasuke, Naruto, and Boruto.
17Isshiki Otsutsuki
A Threat Great Than Kaguya
Isshiki Otsutsuki is one of the strongest villains in the series to date. He was thepartner of Kaguya Otsutsuki, but she betrayed and injured him. To save himself, Isshiki took over the body of Jigen and began plotting his return. Isshiki had access to multiple strong abilities, including Sukunahikona and Daikokuten. Both these abilities made Isshiki a formidable foe.
Isshiki used Jigen’s body for a long time, but he revealed his true form while fighting Naruto and Sasuke. For the most part, Isshiki was simply toying with them, and he could have killed them at any time. Eventually, this mistake came back to bite him, as it gave Naruto the opportunity to use Baryon Mode. Due to being on his last legs, Isshiki couldn’t withstand the blows and was defeated. However, if he had been fully fit, Isshiki would have obliterated both ninjas.
16Boruto Uzumaki
Naruto’s Only Son
Boruto Uzumaki is the son of the Seventh Hokage of the Hidden Leaf. Boruto has been labeled a prodigy by his fellow students and superiors. Boruto is able to use many different kinds of techniques that make him stand out from the other ninjas of the same age.
Boruto is also blessed with great chakra reserves, which allow him to fight opponents for long periods of time. As a wielder of Karma, Boruto also has access to the abilities of Momoshiki Otsutsuki. Initially, Boruto struggled to control Karma, but with time, he has become better at using it.
15Nagato Uzumaki
The Leader Of The Akatsuki
With the power of the Rinnegan at his disposal, Nagato’s strength was almost unparalleled. He was a member of the Uzumaki Clan, which granted him immense chakra reserves. Despite his body not being in the best of conditions, Nagato was able to wield both the Rinnegan.
It is an incredible feat considering that Obito had difficulties with even one. Even after expending a great deal of energy while fighting Naruto, Nagato was able to use the Rinnegan to resurrect all the people who had died during the invasion of Konoha.
14Third Raikage
Led The Hidden Cloud Village
Considered to be the strongest Raikage in the history of Kumogakure, the Third Raikage was immensely powerful. He had a great deal of physical strength that allowed him to fight the Eight-Tails without any help.
For a long time, the Third Raikage continued to stop the rampages of the Eight-Tails on his own. He also managed to fight against ten thousand ninjas for three days and three nights on his own. This shows his high chakra levels.

A member of the Legendary Sannin, Tsunade is easily among the strongest characters in the series. She revolutionized the world of medical ninjutsu, which helped the villages to avoid casualties.
As a descendant of the Uzumaki and Senju clans, her insane amounts of chakra allowed her to heal countless ninjas during the Fourth Great Ninja War. Furthermore, Tsunade can also use theCreation Rebirth, a forbidden techniquethat makes her almost immortal.
